Its called safe mode. It'll feel 'orrid, no power, won't rev under load. Its designed to allow you to safely get the vehicle off the carriage way and out of danger in the event of a failure, minimising the risk of engine damage while doing so by preventing unnecessary revs and engine speeds. Its not intended to allow the vehicle to 'limp home' as some pundits would have you believe.
