I hope this helps as it has helped me no end. The word on if they have the fittings then it can be accepted as they can be fitted is right to a degree. I spoke with Karen from the South Yorkshire Polise Road Traffic Division help line only 10 mins ago.
The directive it set to stage out the use of metal/tubular construction bullbars but not to completely ban them. If you vehical was constructed before May 2007 (for UK purposes but 2005 for EU residents non UK), then the vehical can have factory design bull bars fitted, even as a retrofit as these were deemed to be acceptable by the EU at time of manufacture. They brought in the new directive and subsequent law in the UK and Europe with the hope that over a period of time the older 4 x 4's would become less and less (scrappage etc) that eventually ALL newer 4 x 4's would have the new design or no bullbars on them.
So, If your 4 x 4 was registered before May 2007 and has to undergo NO modification to fit the FACTORY DESIGN bullbars then you are in your rights to fit them if you wish. If your car had them fitted at point of manufacture, you can replace them with the new kind or with the same type should the old ones become no longer servicable.
Should you be involved in ANY collision then the vehicle will be examined as a whole and not just for a fitement of bullbars as the entire vehicle has a collision involvement not just the fittings, broken, rotten or damaged bullbars should be remocved or replaced as a matter of general safety as would any danaged or dangerous part of the vehicle.

I only seen stuff for new cars so im still not clear but what i posted was very recently posted on another site
