i have new headlights but the leveling motors behind the lights i beleve one does not work are they an mot fail

as long as they are set on the normal driving position, they will be fine

If one works & the other does not then it would most probably fail.Disconnect them both & have it put on a beam setter.

They don't have to move for MOT. As long as they are secured properly and are at the correct setting, you are fine.
