I had a couple of emails from Powys CC earlier this week to advise that the landowner will reinstate the lane this weekend.
Someone from GLASS/CRAG popped over and noticed that the route had been reinstated, but not quite as we envisaged:

Discussions on the GLASS forum are based around the "pleased the council are on our side", but not wanting to push too far (the gates on this lane are in a poor state of repair, some held up by string).
There is also concern for how water run-off will affect the surface.
At least the lane is now driveable again (as long as you don't get lost in the field
)
