Peugeot 307 hdi turbo issues

My turbo started whistling like mad last week so in a bid save a few quid I purchased a rebuild/service kit , whipped it if broke it down and rebuild ( jobs a goodn ) but when I stripped it down I noticed a fin on the exhaust side had a snapped corner ..... Turbo is still whistling and my wife reported a power loss when driving today .... Iv had it out with no issue
My question is , would it be possible to remove the turbines from the turbo basically leaving it in place but no working if that makes sense ?
