What is the law going into London in a 4X4..?

A friend of mine insists that ANY 4x4 that drives into Central London has to pay a fee I don't think she's right as she's a bit of a know all Also what are the emissions rules when entering Central London

if your doing the trip regular an have lpg you can pay a one off fee to register it as a dual fuel last year my daughts boss was paying a fortune for his x5 and then had it converted and he paid i think it was £24 =vat one off fee he said for the year to be exempt from the congestion charge but he did say they where looking at changing it

The answer of course is not to go into London because it smells and is full of "funny" people

If I were to be generous I would only apply the RULZ to crossover drivers ... CRV's, X3's, X5's etc etc.
