Yes, I'ts called a "botherer", it's one of those things sent to iritate the hell out of you. You will probably never know where it came from.

It looks similar to the bit that holds the pedal onto a bike.

A mount for spots/fogs or similar? have you been offroading in it? Maybe it's been picked up and has fallen of a Green Oval or something.

Hi I have just had the starter motor out on mine, and to get to it on my b model you had to take of a bracket like the one you have to get to the starter motor

It almost looks like a bracket for lifting the engine out of the car.

Horn bracket isnt that substantial. About 25mm wide and flattish with a bend in the end.
Deffo looks like a bracket for summat.
Its one of those "oh so familiar looking, but I just cant put my finger on it" things.

What about the oil cooler brackets....2.3 has an oil cooler round the front if I remember rightly and if the bracket fell of it would end up where you described...

Could it be some sort of exhaust or manifold support?
It looks substantial enough that if it was for power steering/alternator/engine etc Im pretty sure you would notice something amiss while driving.
