Exactly so. When Holly burst a brake line at the woods work day a couple of years ago, RAC (eventually) put me on a flatbed and took me all the way back to Southampton.
I suspect the 10 mile thing is probably a limitation of the most basic level of cover.

10 miles is the limit for a flat tow. (on a bar with you steering)
I was recovered to my house from Nottingham and that's over a 100 miles

Well this si what confused me i was on a flatbed and i specifically asked for this i said if i break down in london newcastle what ever i want to have it taken home an they said i was covered i haggled as i have house insurance and car insurance through them so i wanted a really good deal if i took all 3 Mind you im silver level what ever that means .
I cant compain about the sevice and the patrol guys are always friendly and helpful i have to phone them and get it cleared up The driver said no matter what level your are he may have been trying it on cause it was stupid in the morning
