sticker on rear door glass

As I was going down the m25 recently in my 2.3 td lwb, I went past an old landrover which had a sticker on the back saying ,
"actually I can go slower"

but could it go faster :?:

It wasn't that old, and it was in the slow lane (my prefered option) and looked as though it was turning off to Leatherhead so, I would say that yes, it could go faster.
